Program or script to create sites in /var/www/

Hello. For a project I'm working on, I'll making a number of sites
under:

/var/www/webdav/

It appears that mod_macro should handle the configuration side of
things, but I'm wondering how other users handle creating the
DocumentRoot? Preferably over SSH.
