Thanks Eric for your very quick reply.

Yes, I migrated the config from a 2.2 version to a 2.4 version.

All the the directives in that file are 2.4, but other files have the
old ones.  I thought it was OK to avoid mixing them in the same
file or the same Location or Directory group.

But going through and manually editing them all has fixed the problem!
