Are you sure the header is coded properly?

I've never used it but here is an example:

	Content-Security-Policy: default-src 'self'

Note there are no ' "" ' around the default-src.

My reference is:
	 https://developer.mozilla.org/en-US/docs/Web/HTTP/CSP
