Not without 'write' permission, or settings within httpd.conf, no… ALSO the following config disallows viewing:

#
# The following lines prevent .htaccess and .htpasswd files from being
# viewed by Web clients.
#
<FilesMatch "^\.([Hh][Tt]|[Dd][Ss]_[Ss])">
    Require all denied
</FilesMatch>

And that’s prob why you can’t see it but CAN see the backup…
