Apache 2.4.41 mod_proxy_balancer worker's busyness count doesn't decrement back to zero when idle

Hello Apache Community!

I'm looking for some assistance. We're running Apache 2.4.41 on Windows Server 2012R2 as a reverse proxy load balancer.

Sometimes, when not serving any requests, the balancer workers report a busyness count greater than 0 (usually 1, but currently 2 and 1) on the balancer-manager status page. They remain 'stuck' and as a result, the requests are unevenly distributed between the 2 workers (load balanced by busyness).

Restarting Apache clears the count, but it eventually comes back after a few hours. It has cleared itself once in the past (that I noticed), but happened again later.

I tried to debug the process, but the instructions for Windows seems to be outdated: http://httpd.apache.org/dev/debugging.html#backtrace-win
I can't find the *-symbols.zip download and drwtsn32 is an old tool from the XP era.
Is there updated instructions to debug Apache on Windows?

Our environment:
    - OS: Windows Server 2012 R2 (x64)
    - Server Version: Apache/2.4.41 (Win64) OpenSSL/1.1.1c
    - Server Built: Aug 10 2019 13:33:27
    - Distributed by: The Apache Haus
    - Compiled with: Visual Studio 2017

Our configuration:
    - Single process (winnt mpm)
    - ThreadsPerChild 15000
    - Virtual host with proxy_balancer (HTTP/1.1 TLS 1.2)
    - 2 balancer workers (https to the 2 application servers)
        - lbmethod=bybusyness
        - stickysession=JSESSIONID

I don't know if this issue affects other Apache versions.
What can I do to troubleshoot this further?
