443 section of name based virtual host conf file being ignored

["Rose, John B" <jbrose@xxxxxxx>]

It seems my Port 80 settings are functioning properly, but the 

<VirtualHost *:443>

section contents are being ignored

Any ideas why that would be happening?

this is the original, or base virtual host .conf
