Each configuration directive is valid in specific parts of the configuration.
Look at "Context" in the manual: https://httpd.apache.org/docs/2.4/mod/directive-dict.html#Context

For this specific case, https://httpd.apache.org/docs/2.4/mod/mod_ssl.html#sslrandomseed
SSLRandomSeed can only be in the global server config, not in a <VirtualHost>.

Looks clear enough to me.  Either turn off SSL, or update your OpenSSL install.


I need SSL so I wouldn't like to turn it off. I tried updating OpenSSL, but it told me it is the latest

There was apache2 installed. I removed it and then got it to install it again

Yes, OpenSSL was Ubuntu's package. Any way around this?

looks like a ubuntu bug: they should either fix their OpenSSL package
dependency or not load SSL by default.
