Apache with Semaphore

When I am starting apache in debug mode then it creates semaphore. In another terminal I am giving command "httpd -k stop" to stop apache. It stops successfully but it is not removing semaphore.

Why apache is not sending signal to remove semaphore in debug mode after stop it.
