Server status - meaning of Reading Request state

Hello there!

On our Apache 2.2.23 server-status page we can see many requests in 

    "R" Reading Request

state.
Currently I'm not looking for the reasons behind, at the moment I just want to make sure the meaning of this status is correctly interpreted by us.
Was no able to find a more verbose description about all the statuses than the server-status page itself explains it (1-6 words), so decided to ask more experienced Apache users. :)

My understanding is:
    a reading state request means that the socket was opened, but the request itself not yet (fully) reached Apache - thus it's waiting for the request to arrive 100%.

Is my understanding correct?
