Why not upgrade to 2.2.31 by downwloading the Windows binaries from here: <http://www.apachelounge.com/download/win32/binaries/httpd-2.2.31-win32.zip>You just need to backup your current installation folder and then copy the unzipped files from the above link. Then use the same configuration file as before to see if solves the problem. Sometimes it just works without any problems.
