2.5.0-dev TZ behaviour

Hi all,

Has anybody seen that 2.5.0-dev (last pull 28/04/2016) doesn't seem to 
get system time, and all logs, ssi, cgi scripts are in UTC?

2.4.xx seems to honour system time (i.e. daylight savings nonsense).
