A hint for some CGI users: In httpd-2.4.17 variable REDIRECT_URL is now a full URL

Hi,

just a warning hint for some admins that use CGI scripts that evaluate the environment variable REDIRECT_URL:

Apache httpd 2.4.17 sets now the full URL for e.g.

 http://www.example.edu/cgi-bin/buggy.pl

instead of the previous

 /cgi-bin/buggy.pl

Ok, that is documented in the accoding CHANGES:

 core/util_script: make REDIRECT_URL a full URL.  PR 57785. [Nick Kew]

but it takes me some time to find out why some CGI functionality after the update from 2.4.16 to 2.4.17 was broken.

Additionally the documentation at least under

 https://httpd.apache.org/docs/2.4/custom-error.html#variables

seems not yet adapted.
