If you look carefully at the documentation at
http://httpd.apache.org/docs/2.4/mod/core.html#loglevel
you will see that it says:

	Context:	server config, virtual host, directory

The absense of ".htaccess" from that list indicates that it cannot be
set in the .htaccess file. Set it in the configuration file instead.
