Apache without authz_core_module

Hi.

I'm experimenting with Apache authentication. It's very clear that without any authentication provider/directive the default is the fail the authorization, this can be seen in the error logs. However is the same true for authorization?

If there's no authorization definition, then access will be denied by default? So it needs a 'require' directive?
