Can't you just use:
      RewriteCond   %{REMOTE_ADDR}   ^192\.168\.1\.*$
      RewriteCond   %{REMOTE_ADDR}   !^192\.168\.1\.4$
      RewriteCond   %{REMOTE_ADDR}   !^192\.168\.1\.5$
      RewriteCond   %{REMOTE_ADDR}   !^192\.168\.1\.6$
No need to complicate.
