Windows builds of Apache HTTPD were provided by volunteers who have commit access to the project and were never "official" builds.
The best source for more recent builds is ApacheLounge.
Builds of the newest releases (2.4) are here: http://www.apachelounge.com/download/ (but you will need to adjust your configuration files)
Builds of 2.2 are here: http://www.apachelounge.com/download/additional/
