Update; When I make

<meta http-equiv='Content-Type' content='text/html; charset=iso-8859-1'>
or
<meta http-equiv='Content-Type' content='text/html; charset=utf-8'>
it works. But

<meta http-equiv='Content-Type' content='text/html; charset=iso-8859-9'>

doesn't work.

I'm moving a website to another server. In the new server when I submit a form with æ or ß the browser says "The connection was reset". This never happened before. The OS is CentOS. PHP or CGI forms are the same.
