SSI not International

L.S.

Much to my surprise, the output of:

<!--#config timefmt="%d %b %Y - %R" -->
<!--#echo var="last_modified" -->

is showing us-english day and month names instead of localized versions, can
this behaviour be configured somewhere?

Is SSI not following the locale?
