SOLVED: [users@httpd] Trouble enabling mod_perl on Ubuntu 12.04

Today my friend reported that

    sudo apt-get purge libapache-dbi-perl libapache2-mod-perl2 \
    libapache2-reload-perl

fixed the issue.  mod_perl is now working on is box.

So the exact cause is unknown, but generally, installation or
upgrade of one of these packages (presumably libapache2-mod-perl2)
must have failed at some point.  Recent disk space issues could be
the root cause (although I'm not sure the deb was installed during
them).
