Please suggest how do I

1.  run "httpd -V" to find out where the configuration file is  and

2.  upgrade to 2.4.3 or 2.2.22

The cause of the error should be in the error log file.  Check your httpd configuration file to find out where your error log file is.  Check your startup script and/or run "httpd -V" to find out where your configuration file is, if needed.

The version of Apache HTTP Server you are running, 1.3.42, has been obsolete and unsupported for many years.  You should upgrade to 2.4.3 or 2.2.22.
