There are modules that I have used that do this, but they are usually limited to particular situations.
For example, mod_auth_cas (https://wiki.jasig.org/display/CASC/mod_auth_cas) authenticates against a CAS server.

You might be looking for something like mod_auth_tkt (http://www.openfusion.com.au/labs/mod_auth_tkt/), but I can't speak for exactly how it works because I have never used it.
