Only windows machines have 'machine proxy settings', and Apache will
not look at them.

You should look at ProxyRemote:

http://httpd.apache.org/docs/2.2/mod/mod_proxy.html#proxyremote

It will depend upon the type of your upstream proxy as to whether it
actually works or not.
