where it says the Context is "server config", so no mention of "virtual host" right?

If you click on Context link in the box , you will find explanation what Context means:

http://httpd.apache.org/docs/2.2/mod/directive-dict.html#Context 

So, after reading these you will find out that you can't use it inside virtual host ... very simple.
