Is this the issue?

Solaris-bundled Apache httpd 2.0 was built with LFS after a certain
patch some years ago, but regular Apache httpd 2.0 builds are not.
Thus, your module must be built specifically for Solaris-bundled httpd
or for standard builds of httpd.

Use Solaris-bundled Apache httpd's apxs.
