Apache httpd is a HTTP server, and speaks (mostly) the HTTP protocol. Although i'm not entirely clear on what it is you wish to achieve, it sounds to me like you're looking for NAT/portforwarding-capabilities to redirect ANY protocol from one server to another. If this is true, check out http://netfilter.org/.
