which seems fine to me.

I ve tried disabling my firewall and turning off my antivirus

I've changed my port number to 8080. 

It seems something is refusing access to apache as it is running fine.

One more thing I could not disable my firewall from the GUI. i had to use  cmd services.msc.

Questions regarding AV or firewall software on Windows OSen are better suited in a forum pertaining to those.
