Allow the debugger to pass in a watch point to a particular memory
address per device.

Note that there exists only 4 watch points per devices to date, so have

This spin lock seems to be a left-over from when we managed watch-points globally. Now that they are per device, I think this spinlock should be per-device as well, in struct kfd_dev.
