pp_funcs most likely will be there for smu/powerplay subsystem. I think the checks should be at one layer down - smu_get_fan_control_mode() and pp_dpm_get_fan_control_mode()

First one will check if ppt func is implemented and second one will check if hwmgr func is implemented for the specific ASIC.
