[PATCH] drm/amdgpu: reenable BACO support for 699F:C7 polaris12 SKU

This reverts the commit below:
"drm/amdgpu: disable BACO support for 699F:C7 polaris12 SKU temporarily".
As the S3 hang issue has been fixed by another commit:
"drm/amdgpu: add missing cleanups for Polaris12 UVD/VCE on suspend".
