I'm not sure what is going on them.  You have RLC firmware version
53815 (0x0000d237) so gfx power gating is being disabled as of
083d022913f2f8c3bc1183a13874ad777b9f5bdd.

Does setting amdgpu.ppfeaturemask=0xfffd3fff fix the issue?
