What is the relationship between amd-gfx and kernel?

amd-gfx is the mailing list for the amdgpu kernel driver, which is part of the drm subsystem in the Linux kernel.

It lives in the drivers/gpu/drm/amd/amdgpu portion of the Linux kernel tree.

We also release modified versions of the amdgpu driver in the AMDGPU-PRO and ROCm driver stacks.
