[PATCH 1/5] drm/amd/pm: Update pmfw headers for smu_v13_0_12

Update pmfw headers for smu_v13_0_12 new messages & metrics table.
Static metrics table for frequency added, Separate metrics table
for smu_v13_0_12 added.
