These are instantiated once per pipe. The values they hold corresponds to the most recent values written from the connected queue (the one selected for execution at a given time) on the pipe. They're saved to the MQD of the connected queue before a different queue is selected for execution. Alex is right. They're not indexed via SRBM_GFX_CNTL.QUEUE.
