[PATCH v3 01/24] drm/amdkfd/kfd_ioctl: add pc sampling support

Add pc sampling support in kfd_ioctl.

The user mode code which uses this new kfd_ioctl is linked to
https://github.com/RadeonOpenCompute/ROCT-Thunk-Interface
with master branch.
