[PATCH v2] drm/amdgpu: Fix KFD oversubscription by tracking queues correctly

People don't seem to like cross-component changes if they can be
avoided. I'd prefer separate commits for KFD, radeon, amdgpu, and
finally the kgd2kfd interface.
