*** BLURB HERE *** to enable GFX SRIOV we need insert some new packag in gfx ring which called META-DATA write command, and meta-data is composed by two parts: CE and DE. CE's meta-data write need prior to CNTX_CNTL package while DE's should following that. meta-data will notify CP about the CSA address for usage when preeption occured.
