[PATCH] amdgpu: expose the AMDGPU_GEM_CREATE_VRAM_CLEARED flag

Hi Flora. I suppose this addition preceeds 
AMDGPU_GEM_CREATE_VRAM_CLEARED's usage that will be introduced in 
upcoming patches?

Could you fix the commit message VARM -> VRAM?

With that fixed, you can add my Reviewed-by: Alexandre Demers
