[amd-gfx] golden registers for CIK devices

Attached is a diff between a good/bad boot to console with radeon(good) and amdgpu(bad).


As you can see various registers have different contents including the tile registers and interrupt controller registers.

I suppose that would explain the offset in the ring test too.

Radeon uses byte aligned register offsets, amdgpu uses dword aligned offsets.
