Did some more testing today, a couple of hours messing around with settings, trying other distros. I tried Manjaro Gnome and Kde (both had kernel 4.19.13 I believe) and had exactly the same results as I have with Fedora 29. With the testing that I did and my modest understanding of this kind of stuff, I can positively confirm (at least in my case) the following: This issue is not a Fedora, Pulseaudio, Jack, Gnome or KDE bug. It is either a BIOS, Linux kernel and/or Alsa issue. If the issue did not go away after a resume/suspend cycle, I would say it could also be a hardware issue. But since after resuming the issue goes away and stays gone, I would say it is not hardware but maybe a BIOS issue. I just updated to the latest BIOS (version 0.1.13.0, january 2019). I have had BIOS bugs before with different laptops, including Dell.
