In think so.  The buffer zone north of the airport used to be a 
neighborhood, were purchased in the late 1970s or early 1980s under 
eminent domain as part of the the airport's parallel runway expansion 
and noise abatement plan.  The area along the shoreline may be an even 
older reclamation, Playa del Rey?  Late 1960s?
