If I'm not mistaken I think you'll find the turnpikes they are talking about are quasi-privately owned roadways not the Interstate system as we know it. Examples would be the Ohio Turnpike, Indiana Turnpike. Pennsylvania Turnpike and possibly the Illinois Turnpike(s).
