Outsourcing has been an industry norm for at least 40 years. United and Eastern were probably two of the largest providers at one time. Before Easterns demise they probably did most all of South American, Caribbean etc. work. As far as the US carriers mntc as I said earlier was and is approved in the airlines manuals.
