According to the Great Circle calculator, gc.kls2.com:

ORD-ATL	606 mi
ORD-BWI	621 mi
ORD-PHL	678 mi
ORD-JFK	740 mi

So, yes, Atlanta is closer to Chicago than the East Coast cities are.
