AFAIK there is no prohibition on commercial operations at BKL. If anything I would imagine airport security and its' associated screening costs would be prohibitive. They had a couple of the "vacation/golfing" type operations there for a couple of years recently. But that's about the closest to scheduled operations in a long time. I haven't been physically in the terminal building in years so I don't know what its' capabilites are.
