They could take a chance and only carry one reserve.  If they had to use it 
at TLV they could probably pick some place closer than LGW to do their 
return refueling.  If the problem at TLV required using an alternate, then 
they could hope the fuel at the alternate would be ok.  If no delay at TLV, 
no problem.
