I am guessing that the airlines would have to pay for staffing, but SFO would
likely pay for the transport.  As far as ATC goes, Hayward is already a
rather busy GA airport with a control tower, though Half Moon Bay has no tower.
Moffett is the most interesting one mentioned, because that is NASA Ames
Research Base and it is owned by them.  The runways are both quite long though, and
there is a tower in place, though it is likely staffed by DOD controlers and
not FAA, so that would have to be addressed
