Not to sound bitter, but Frank was able to pull off what he was able to pull off because of a secure political and social position. Another less well connected businessman might have fallen afoul of the authorities much much sooner. And the jobs would be better. Not to mention the lost taxes and quality of life he managed to impose on a number of pensioners, who spend like crazy :-).
