In my opinion and the time I spent there a new airport  will/would be built
before ORD expands.  The Mayor doesn't want a new one built because he'd
lose the power/jobs/income tax.  The suburbs don't want the noise expansion
would bring.  Go back and read the newspapers from the late 80's and early
90s and just change the dates.
