The Air Route Traffic Control Centers are divided into blocks of airspace.
Each block is called a sector.  Each sector will have both vertical and
horizantal airspace limits.  Each block of airspace can physically only
contain a certain number of aircraft.  When this number is being exceeded
restrictions are placed on the number of aircraft able to enter the airspace
(Sector).
I would imagine an increase in normal traffic is being experience due to the
fires out west.  Tried to keep it as simple as possible
