David, Good point in there. Until the American Eagle Jetstream crash in mid 90s the commuter airlines used to be "Part 135" (FAA regulation regarding passenger transportation). Since then the part 135 limits went down to 9 pax. Anything holds more than 9 passenger has to be part 121 which is more strict.
